Information Exemption Letter for a product is an official document issued by a certification body, informing that a particular product is not subject to mandatory certification or declaration. There is no approved format in the Russian Federation for exemption letters, this document is issued on the letterhead of the certification body and certified by the blue stamp.
Sometimes there are disputed issues concerning the requirements by the customs authorities with regards to the issue of certificates and declarations. Certification centres and customs agencies use a common list of goods which require certificates, but classification of imported products by a product code is not always accurate, and the customs authorities request a certificate to be submitted for the processing of cargo. Exemption letters are issued for such disputed situations.
There are situations, such as when a certain batch of imported goods or equipment is intended solely for promotional purposes: booklets, promotional umbrellas, etc. According to the current legislation, a declaration or a certificate of conformity would be required. It is a controversial situation, since in most cases the total cost of this shipment is considerably lower than the cost of the certificate of declaration. In such a case it would be logical to obtain an exemption document, but a law is a law. If imported goods are subject to mandatory quality verification, it is necessary to go through the process of obtaining the permit documentation.
